Yuan Qi colludes with Minister Xun to concoct a story – the late Emperor had come in a dream, saying that the spoils of war are too strong, thus giving the excuse to curb Ping Jing’s expedition. Under the undue influence of Minister Xun and Empress Dowager Xun, the King issues the edict to stop the Chang Lin army, keeping it from Xiao Ting Sheng.
Ping Jing doesn’t care that the letter has been opened (by snooping Yuan Qi) – what he’s concerned with is that the Chang Lin army has effectively be stopped from doing anything. Ping Jing tries to stop the convoy, but his actions are anticipated by Minister Xun.
